The IAS Doctoral Studies Department is an independent structural unit, which deals with the training of scholarly experts in the problems of Africa on the budget or contract basis.

The Department has a license of the Ministry of Education of the Russian Federation entitled it to conduct educational activities in the sphere of postgraduate studies in the following fields:

• General history (07.00.03)
• History of international relations and foreign policy (07.00.15)
• Ethnography, ethnology and anthropology (07.00.07)
• World economy (08.00.14)
• Political problems of international relations and global development (23.00.04)

Apart from the citizens of the Russian Federation those of foreign states (including CIS) are being trained, undergo probation or are registered as competitors for a degree. Since the IAS establishment, over 130 foreigners were trained and upheld their theses in the Doctoral Studies Department.

In the period from 2001 to 2006, the Institute has conferred 4 Doctor of Sciences and 38 PhD degrees.

The entrance examinations for the Department are annually scheduled for October. Those who are registered as competitors and work on disserta­tions on their own may take qualifying examinations for PhD degree any time throughout an academic year.

In 2007 the Doctoral Studies Department had 23 PhD students and 6 PhD challengers.
